Job Description
Overview
The government has charged our client with key responsibilities to introduce a Consumer Data Right (CDR). The CDR will allow consumers to easily transfer their data between providers so they can compare and switch between products and services. It will also encourage competition between providers, leading not only to better prices for consumers but also more innovative products and services. The CDR will be rolled out sector-by-sector across the economy.
This role sits in the Solution Delivery amp; Operations Branch and is a member of Product Management Team that supports the delivery of the Consumer Data Right (CDR). The Product Manager will work closely with key stakeholders across the business to ensure that business requirements are understood, clearly defined, and of value to the CDR program.
Key Responsibilities
The successful applicant will:
- Shape the intent and vision of the product within the strategic horizon (3-12 months) aligned to divisional goals
- Lead and drive strategic planning to ensure that the product roadmaps are up to date and CDR delivery milestones are met
- Negotiate, engage, and manage relationships with internal and external stakeholders to plan and deliver products and services
- Monitor, review, and plan for future CDR policy (Treasury) and data standards (Consumer Data Standards) impacting the product
- Work closely with the product architect and lead technical analyst to consider technical changes required in the product roadmap
- Work with stakeholders to qualify and (re)-prioritise the program backlog using the concepts of Business Value, Time Criticality and Risk Reduction / Operational Improvement to select candidates for Increment Planning
- Identify and manage product risks, and implement mitigation strategies where needed
- Support the elevation and the mitigation of delivery risks and resolving issues and blockers
- Participate and attend relevant agile events aligned with the Scaled Agile Framework (SAFe)
- Establish a positive and collaborative team attitude, ensuring communication sharing among team members and across other teams within the agency.
- Participate in, and drives the continual improvement of ways of working
- Actively research industry and technology trends, sharing and using these to review opportunities and create new value propositions for business customers
- Represent the CDR in external industry forums
Estimated start date: Monday, 13 February 2023
Initial contract duration: 4 months
Extension term: Possibility of extensions up to 12 months, based on performance amp; business requirements
Work Location: ACT, NSW, NT, QLD, SA, TAS, VIC, WA
Security clearance: Australian Citizen and must can obtain Security Clearance
Work Arrangements:
This role allows for flexible working arrangements, though there is an expectation that personnel be available to work in the office 2 days a week.

Selection Criteria
Essential
- Demonstrated experience in product management, including the ability to interpret legislation/policy, technical and stakeholder needs.
- Demonstrated experience in business case development for new products, improvements to existing products, and new business value streams
- Proven experience in developing requirements in line with the agency and programme’s objectives, and effectively developing and owning high-quality business and systems deliverables such as process models, product specifications, user stories and acceptance criteria.
- Demonstrated ability to communicate effectively, including the ability to build and maintain internal and external stakeholder relationships
- Practiced in developing and presenting relevant communications, training material and user guides to support transition to operational areas, and to inform to the wider stakeholder community
Desirable
- Experienced or trained in: o Scaled Agile Framework (SAFe); Confluence; Azure DevOps and Mural
- Knowledge of: o CDR Consumer data standards o OpenID Connect/OAuth; Financial-grade API (FAPI) o Finance, energy, telecommunications, and superannuation sectors
- Experience in technical solution environments that include: o Cloud based solutions using Azure or AWS o Software development or design o Technical requirements gathering
