The Data Modernization Initiative Lead serves in a leadership role as a public health informatics subject matter expert who shapes the strategic direction for public health data modernization for the Office of the Deputy Secretary for Public Health Services (PHS) at the Maryland Department of Health (MDH) and as applicable to Maryland’s 24 local health departments. This position has expertise in public health programs and the development, maintenance, operation, enhancement, and configuration of data systems and public health informatics. This position contributes to PHS priorities, including the COVID-19 response, by supporting necessary informatics and data system capabilities needed to support case and contact investigation, surveillance and reporting, outbreak detection and investigation, and other critical mission areas. This position may contribute to development of PHS-wide architectures, use of data standards, and solutions to issues of interoperability, security and confidentiality, and integration. This position may provide leadership on and carry out complex informatics and workforce assessments to support public health policies and practices, including community health improvement, decision support, and stakeholder engagement. Incumbent will contribute mastery of informatics subject matter and expertise to operationalize, use, and process data on a detailed level for system maintenance, design of new systems and processes, and emergency troubleshooting.Responsibilities
  • Oversees an assessment of the current state of data and health information systems and services, including data exchange and information systems, to identify opportunities for modernization and interoperability.
  • Oversees an assessment of public health informatics workforce capacity and gaps to identify opportunities to improve data and health information system modernization.
  • Oversees the development and subsequent implementation of a strategic plan to modernize public health data systems and use, and a workforce development plan.
  • Proposes, initiates, and leads as an expert in the design and implementation of public health information systems, projects, and programs.
  • At the highest level of practice, provides daily operational and programming support in informatics subject matter area including expert-level programming, script-writing, relief for staff, and technical troubleshooting capacity in emergency system outages, system overload, or other emergency situations where detailed knowledge of systems and programming is required.
  • Consults as an expert on public health data standards (e.g., HL7) and practices.
  • Improves access to high-quality and technically appropriate trainings or other learning activities.
  • Documents work processes, data attributes, and system attributes.
  • Collaborates with a broad spectrum of constituents and other stakeholders including federal, state, and local public health officials, other government officials and academic researchers.
  • Leads engagement with stakeholders to assess, manage, and communicate changes that are direct and indirect results of public health informatics activities.
  • Supervises the work of other public health informatics specialists, epidemiologists, or other data-related and supporting positions.
  • Analyzes and interprets data for reports and presentations, and makes recommendations based on analyses.
  • Provides analytic support and public health informatics knowledge to support program teams in the areas of data management, analysis, protocols, technical presentation and documentation, and response to informatics inquiries.

Education
  • Bachelor’s degree in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or closely related field
